Mary Taylor’s goal is to help make Ohio jobs-friendly once again.
Taylor was sworn in as Ohio’s 65th Lieutenant Governor on January 10, 2011, the same day Governor John R. Kasich named her to lead CSI Ohio – the “Common Sense Initiative” to reform Ohio’s regulatory policies, as well as to serve as the director of the Ohio Department of Insurance. These two assignments dovetail together and provide the perfect launching pad for working to make Ohio a jobs – and business – friendly state. (read more) |
 Jillian Froment Deputy Director

Jillian Froment joined the Department of Insurance in early 2011 as Chief Administrative Officer and was soon elevated to Deputy Director. Froment is responsible for leading the Department’s policy development and overseeing the day-to-day operations of the Department. She is also responsible for working with a taskforce of Ohio insurance industry CEOs to review and implement improvements to Ohio’s regulatory environment and to create a robust workforce for Ohio’s insurance industry. Tynesia Dorsey was named Chief Administrative Officer of the Ohio Department of Insurance in September 2011. In her capacity, Dorsey oversees the operations of the Fiscal, Human Resources and Consumer Affairs Divisions. (read more) |
 Carrie Haughawout AD, Health Policy

Carrie Haughawout joined the Ohio Department of Insurance in January of 2011 as Assistant Director of Health Policy. Haughawout analyzes state and national health policy issues, studies the implementation of health care legislation, and assists in prioritizing the Department’s legislative goals. |
 Michael Farley, AD, Legislative Affairs

Michael Farley joined the Ohio Department of Insurance in January 2011 as Assistant Director for Legislative Affairs. Farley leads the Department’s legislative program, regularly interfacing with the Ohio General Assembly, Congress, government agencies, and other stakeholders. ( read more) |
Joseph Garber Chief Legal Counsel

Joe Garber joined the Ohio Department of Insurance in April 2011 as Chief Legal Counsel. Garber advises the Department in legal matters and recommends course of action in legal and administrative proceedings involving the agency. He directs the Office of Legal Services, and serves as a liaison with other state agencies and the Ohio Attorney General’s Office. ( read more) |
 Steve Martindale Chief Regulatory Officer

Steve Martindale joined the Ohio Department of Insurance in early 2011 as Chief Regulatory Officer. Martindale’s duties include overseeing the Risk Assessment; Product Regulation and Actuarial Services; and Fraud, Enforcement and Licensing Divisions. ( read more) |
 Chris Brock AD, Communications

Chris Brock was named Director of Communications for the Ohio Department of Insurance in September 2011. Brock oversees communication strategy and planning while coordinating communication activities for the Department. As a member of the policy team, he is also assists in prioritizing goals for the Department.

 Michelle Brugh Rafeld AD, Fraud, Enforcement & Licensing

Michelle Brugh was named Assistant Director of Fraud, Enforcement and Licensing at the Ohio Department of Insurance in 2007. Brugh oversees the investigation of insurance fraud and allegations of unlicensed activity and alleged agent misconduct. She and her team coordinate efforts with federal, state and local law enforcement agencies, refers cases to prosecutors for consideration, and confirms agent violations of Ohio Insurance Law.  Jana Jarrett AD, Consumer Affairs

Jana Jarrett was named the Ohio Department of Insurance’s Assistant Director of Consumer Affairs in April 2010 and oversees the Consumer Services Division as it assists consumers on the phone, through Internet communications, written correspondence and in one-on-one meetings. Other activities of the division include meeting insurance industry professionals and coordinating statewide counseling and education sessions. ( read more) |

Matt Elston AD, Product Regulation & Actuarial Services |
Matt Elston joined the Ohio Department of Insurance in August, 2010 as a Health Actuary and was named Assistant Director of Product Regulation and Actuarial Services in early 2012. Elston oversees the review of the full range of rate, rule, form and reserve filings for all insurance products regulated by the Department. (read more) |
Jeff Rupp AD, Risk Assessment

Jeff Rupp was named Assistant Director of Risk Assessment at the Ohio Department of Insurance in June 2012. He had been filling that role on an interim basis since November 2011. Rupp has more than 26 years of regulatory experience assessing the financial condition of insurance companies. ( read more) |
