Lt. Governor/ Director

Mary Taylor’s goal is to help make Ohio jobs-friendly once again.

Taylor was sworn in as Ohio’s 65th Lieutenant Governor on January 10, 2011, the same day Governor John R. Kasich named her to lead Ohio’s Common Sense Initiative (CSI) to reform Ohio’s regulatory policies, as well as to serve as director of the Ohio Department of Insurance. Through these two assignments, Taylor is committed to making Ohio a jobs-and business-friendly state. On January 12, 2015, Kasich and Taylor were sworn in to their second term in office. (read more) 

Jillian Froment

Deputy Director

 

Jillian Froment joined the Ohio Department of Insurance in early 2011 as Chief Administrative Officer and was soon elevated to Deputy Director. Froment is responsible for leading the Department’s policy development and overseeing the day-to-day operations of the Department. She is also responsible for working with a taskforce of Ohio insurance industry CEOs to review and implement improvements to Ohio’s regulatory environment and to create a robust workforce for Ohio’s insurance industry. (read more)

 

 
 Tynesia Dorsey
Chief Administrative Officer and Director of Consumer Relations

Tynesia Dorsey was named Chief Administrative Officer of the Ohio Department of Insurance in September 2011. In this capacity, Dorsey oversees the operations of Fiscal, Human Resources, Information Technology and Security, and Project Management. Dorsey also serves as the agency’s Director of Consumer Relations.  (read more)

AD, Policy and Product Coordination

Carrie Haughawout joined the Ohio Department of Insurance in January of 2011 as Assistant Director of Health Policy to lead the ongoing policy development and implementation of health care legislation. In January of 2014 she was elevated to the position of Assistant Director of Policy and Product Coordination.

Todd Oberholtzer
Chief Legal Counsel

Todd Oberholtzer joined the Ohio Department of Insurance in February 2014 as Assistant Chief Counsel and was named Chief Legal Counsel one year later. Oberholtzer is responsible for management of the Department’s staff attorneys, who provide legal services to Department leadership and staff.

AD, Fraud & Enforcement

Michelle Rafeld was named Assistant Director of Fraud & Enforcement in 2007 and is responsible for overseeing the investigation of unlicensed insurance activity, agent misconduct and suspected insurance fraud. (read more)


Dwight Radel
AD, Risk Assessment

Dwight Radel was named Assistant Director for Risk Assessment in February 2015 and is a key member of the management team responsible for the financial regulation duties of approximately 1,700 insurers licensed to do business in Ohio to ensure they are financially compliant with Ohio insurance law.  Jana Jarrett

AD, Consumer Affairs

 Jana Jarrett was named the Ohio Department of Insurance’s Assistant Director of Consumer Affairs in April 2010 and oversees the Consumer Services Division as it assists consumers on the phone, through Internet communications, written correspondence and in one-on-one meetings. Other activities of the division include meeting insurance industry professionals and coordinating statewide counseling and education sessions. (read more)


Laura Miller
AD, Product Regulation and Actuarial Services

 

 Laura Miller joined the Ohio Department of Insurance as Chief of the Product Regulation and Actuarial Services’ Life and Health section in July 2013. She was promoted to Assistant Director of Product Regulation and Actuarial Services in February 2015. Overseeing a complex operation, Miller is responsible for ensuring insurance company product and rate filings are compliant with applicable state and federal laws as well as Department rules and bulletins.
