COLUMBUS — Ohio Lieutenant Governor and Department of Insurance Director Mary Taylor named Joe Garber the Department’s Chief Legal Counsel. Garber, who joined the agency on April 11, advises the Department in legal matters and recommends course of action in legal and administrative proceedings involving the agency. He directs the Office of Legal Services, and serves as a liaison with other state agencies and the Ohio Attorney General’s Office.
“It is a pleasure to have someone with Joe’s background working at the Department of Insurance,” Taylor said. “Joe’s experience both in the private and public sector, including previous experience at the Department, makes him a valuable member of our leadership team.”
Prior to joining the Department of Insurance, Garber worked at Nationwide Mutual Insurance Company where he served as Managing Counsel in the company’s Office of General Counsel. He was responsible for analyzing and consulting on statutory and regulatory issues affecting the Material Damage, Casualty and Property Claim’s teams. During his eight years with Nationwide, he also served as Lead Counsel for the Texas Regional Operations, and was Senior Counsel for the company’s Commercial Operations, and Texas Regional Operations and Midwest Regional Operations leadership teams.
He previously was staff counsel at the Department of Insurance working with the Market Conduct Division. He also worked in the Attorney General’s Office as an Assistant Attorney General assigned to the Department of Public Safety where he served as Counsel for the Investigative Unit. Garber started his career working eight years in the Franklin County Prosecuting Attorney’s Office.
Garber received an accounting degree from The Ohio State University Fisher College of Business in 1987 and earned his Juris Doctor from the University of Toledo College of Law in 1991. Garber is also a Certified Public Accountant.
Garber, his wife Kathleen, and their three boys, reside in Columbus.
